GENERAL ADMINISTRATIVE ORDER NO. 97-3
SUBJECT: ILLINOIS NOT-FOR-PROFIT DISPUTE RESOLUTION ACT
Pursuant to the Illinois Not-For-Profit Dispute Resolution Act
(ILCS 1994 ch. 710, sec. 20/1 et seq.), the Clerk of the Circuit
Court of Cook County has collected fees from civil case filings
for the year 1996 for disbursement to the Dispute Resolution Centers
which qualify under said Act and General Order 19 of the Circuit
Court of Cook County. Fees available for disbursement from this
Fund for the year 1996 total $211,644.00.
Upon review of applications received for funds collected in 1996,
the sole qualifying applicant under the requirements set forth
in said Act and General Order No. 19 of the Circuit Court of Cook
County was found to be Center for Conflict Resolution. It is eligible
for the maximum amount allowable for disbursement to any Dispute
Resolution Center in a given year of $200,000.00.
Pursuant to the Illinois Not-For-Profit Dispute Resolution Act
(ILCS 1994 ch. 710, sec. 20/4) any funds collected but not disbursed
in a given year shall be paid in single county judicial circuits
to the County Treasurer for the administration of justice in the
judicial circuit. An amount of $11,644.00 remains collected for
the year 1996 but no Dispute Resolution Center is qualified to
receive disbursement of these funds.
Therefore, it is hereby ordered that the amount of $200,000.00,
representing the maximum amount allowable for disbursement to
any Dispute Resolution Center in a given year, shall be disbursed
to Center for Conflict Resolution.
Further, it is hereby ordered that the amount of $11,644.00
representing funds collected under the Illinois Not-For-Profit
Dispute Resolution Act for 1996 but not disbursed, shall be disbursed
to the County Treasurer of Cook County for the administration
of justice in the Circuit Court of Cook County.

GENERAL ADMINISTRATIVE ORDER NO. 97-5
SUBJECT: APPOINTMENT OF COURT RECORD MANAGEMENT COMMITTEE OF
THE CIRCUIT COURT OF COOK COUNTY
IT IS HEREBY ORDERED:
Effective August 18, 1997, a Court Record Management Committee is
hereby created within the Circuit Court of Cook County. The Committee
shall serve pursuant to the authority conferred by 705 ILCS 105/13,
705 ILCS 150/22 of the Rule 0.3, Rules of the Circuit Court of Cook
County and the inherent authority of the court to control its records
and docket:
105/13. Duty of clerks
Sec. 13. The clerks shall attend the sessions of their respective
courts, preserve all the files and papers thereof, make, keep and
preserve complete records of all the proceedings and determinations
thereof, except in cases otherwise provided by law, and do and perform
all other duties pertaining to their offices, as may be required
by law or the rules and orders of their courts respectively. This
section is subject to the provisions of "The Local Records Act",
approved August 18, 1961, as amended.
105/22. Judges to examine offices, etc., of clerks
Sec. 22. The judges of the several courts shall, as often as once
in each year, make an examination of the offices of the clerks of
their respective courts, and may give such directions and make such
orders in regard to the keeping of the same, and the records and
papers thereof, not contrary to law, as they shall deem best.

0.3 Records
(c) Pursuant to the authority conferred upon the Chief Judge of
the Circuit Court by the Constitution of the State of Illinois,
the authority of 705 ILCS 105/22, and the inherent authority of
the Court to control the record keeping of the Clerk of the Circuit
Court, the Chief Judge is authorized to create a committee composed
of judges of the Circuit Court for the purpose of examining the
record keeping of the Clerk of the Circuit Court. The committee
shall study the record keeping of the Clerk of the Circuit Court
and shall make recommendations to the Chief Judge regarding the
same. The Chief Judge shall then enter orders to give directions
regarding the keeping of the records.

IT IS HEREBY ORDERED:
Upon receipt of a letter dated November 10, 1997 in which the Director
of the Administrative Office of the Illinois Courts has certified
the eighteen (18) persons receiving the highest number of votes
in the election for eighteen (18) associate judges of the Circuit
Court of Cook County, conducted pursuant to a notice published January
14, 1997, and on which the ballots were mailed October 22, 1997,
and returned to the Director on or before November 5, 1997.
I hereby declare the following eighteen (18) certified persons to
be appointed as Associate Judges of the Circuit Court of Cook County
effective December 2, 1997 their terms to expire on June 30, 1999.
